Like everything else, nations change. An important characteristic of Brazil's trade and foreign policies in the last fifteen years is the intensity with which these changes took place. This intensity of change has raised a number of new foreign relations issues, some of them still unresolved, while dramatically shifting policy priorities. This document refers to these changes and their repercussions on the formulation of Brazil's foreign policy, which have generated priorities that in turn will require policies that maintain and expand the degree of openness of the economy, seek to find new forms of relations with traditional and non-traditional partners, and seek new forms of relationships with foreign investment and transnational companies.
